As per the latest guidelines of the Controller of Certifying Authorities (CCA), Ministry of Electronics & IT (MeitY), the transition from FIPS 140-2 to FIPS 140-3 cryptographic tokens has taken effect from 21 September 2026.
For new DSC issuance, renewal, or fresh downloads, users need a FIPS 140-3 compliant token for accessing Punjab and Central Government e-Governance portals, including applicable egramswaraj services.
Existing DSCs downloaded earlier using FIPS 140-2 tokens may continue to work until their existing validity expires.
Users are advised to upgrade to FIPS 140-3 compliant tokens in advance to avoid disruption in digital signature-based services.

FIPS 140-3 ਡਿਜ਼ਿਟਲ ਸਿਗਨੇਚਰ ਟੋਕਨ ਅਪਡੇਟ
Controller of Certifying Authorities (CCA), Ministry of Electronics & IT (MeitY) ਦੀਆਂ ਨਵੀਆਂ ਹਦਾਇਤਾਂ ਅਨੁਸਾਰ FIPS 140-2 ਤੋਂ FIPS 140-3 ਕ੍ਰਿਪਟੋਗ੍ਰਾਫਿਕ ਟੋਕਨਾਂ ਵੱਲ ਤਬਦੀਲੀ 21 ਸਤੰਬਰ 2026 ਤੋਂ ਲਾਗੂ ਹੈ।
ਨਵੇਂ DSC ਜਾਰੀ ਕਰਨ, ਰਿਨਿਊ ਕਰਨ ਜਾਂ ਦੁਬਾਰਾ ਡਾਊਨਲੋਡ ਕਰਨ ਲਈ ਯੂਜ਼ਰਾਂ ਨੂੰ FIPS 140-3 compliant token ਦੀ ਲੋੜ ਹੋ ਸਕਦੀ ਹੈ। ਇਹ ਪੰਜਾਬ ਅਤੇ ਕੇਂਦਰ ਸਰਕਾਰ ਦੇ ਵੱਖ-ਵੱਖ e-Governance ਪੋਰਟਲਾਂ, ਜਿਵੇਂ ਲਾਗੂ eGram ਸੇਵਾਵਾਂ, ਲਈ ਮਹੱਤਵਪੂਰਨ ਹੈ।
21 ਸਤੰਬਰ 2026 ਤੋਂ ਪਹਿਲਾਂ FIPS 140-2 ਟੋਕਨ ਵਿੱਚ ਡਾਊਨਲੋਡ ਕੀਤੇ ਮੌਜੂਦਾ DSC ਆਪਣੀ ਮੌਜੂਦਾ ਵੈਧਤਾ ਤੱਕ ਕੰਮ ਕਰ ਸਕਦੇ ਹਨ।
ਕਿਸੇ ਵੀ ਰੁਕਾਵਟ ਤੋਂ ਬਚਣ ਲਈ ਯੂਜ਼ਰਾਂ ਨੂੰ ਸਮੇਂ ਸਿਰ FIPS 140-3 compliant token ਵਿੱਚ ਅਪਗ੍ਰੇਡ ਕਰਨ ਦੀ ਸਲਾਹ ਦਿੱਤੀ ਜਾਂਦੀ ਹੈ।
